Cheesy Spinach Artichoke Dip with a Kick

3 tbsp. butter
1 tbsp. extra virgin olive oil
3-4 cloves fresh garlic, minced or pressed
3 tbsp. flour
2 cups reduced fat milk
1 package (8 oz.) reduced-fat cream cheese, softened
1/2 cup crumbled goat cheese
1/2 cup grated parmesan cheese
1 can (14 oz.) quartered artichoke hearts, chopped
2 packages (10 oz. each) frozen chopped spinach, thawed andAdd drained.
1/2 tsp. cayenne pepper (more or less depending on taste)
Sea salt and fresh ground pepper, to taste
1/2 cup freshly grated pepper jack cheese
