Homemade chocolate cupcakes with a yummy buttercream frosting

2/3 cup cocoa powder
1 tsp baking soda
1 cup boiling water
1/2 cup butter, melted
1/3 cup vegetable oil
1 3/4 cup granulated sugar
1 1/2 tsp vanilla extract
3/4 tsp salt
2 large eggs
2 large egg yolks
1/2 cup heavy cream
1 3/4 cup all-purpose flour
For the Frosting
1 cup butter, softened
2 tsp vanilla extract
1/2 cup unsweetened cocoa powder
1 Tbsp milk
2-3 cups powdered sugar
