Creamy Tomato and Spinach Tortellini

Cheese tortellini in a creamy homemade tomato sauce

1 (20 oz) pkg three cheese tortellini
2 Tbsp butter
2-3 cloves garlic, minced
3 Tbsp all-purpose flour
1 tsp onion powder
1 1/2 cups milk
1/2 cup heavy cream
1 1/2 cups fresh diced tomatoes*
1 cup reserved pasta water*
1 1/2 cups (packed) chopped fresh spinach
1/4 cup chopped fresh basil
1/2 tsp dried oregano
Salt and freshly ground black pepper
1/2 cup shredded fresh parmesan, plus more for serving
Red pepper flakes, for serving (optional)
