A lighter version of Alfredo sauce, but equally as tasty!

1/2 box of Penne pasta (8 oz)
1 1/2 tablespoons butter
1 1/2 tablespoons flour
1 1/4 cups skim milk
2 tablespoons half & half
1/2 teaspoon salt, or to taste
1/4 teaspoon garlic powder, or to taste
1/3 cup grated Parmesan cheese (heaping cup full)
2 oz of 1/3 less fat cream cheese (Neufchatel)
1 1/2 tablespoons butter
1 1/2 tablespoons flour
1 1/4 cups skim milk
2 tablespoons half & half
1/2 teaspoon salt, or to taste
1/4 teaspoon garlic powder, or to taste
1/3 cup grated Parmesan cheese (heaping cup full)
