Loaded Crockpot Mashed Potatoes

5 lbs potatoes peeled (I use red or golden potatoes I leave the skins on, your preference!) and cubed
1 1/2 cups water
2 cloves garlic
3/4 cup sour cream
1/2 cup milk
4 tablespoons butter
salt and pepper to taste
3 cups cheese (I like using cheddar cheese blend but Parmesan is really yummy too)
8 pieces bacon cooked and crumbled or bacon bits to taste
3 tablespoons chives
