Spicy Southwest Potato Salad

Potatoes, beans and sauteed veggies in a spicy olive oil dressing.

1 1/2 pounds red potatoes, cubed
1 cup frozen corn, thawed
1/3 cup thinly sliced red onion
1/2 cup diced red bell pepper
1 small jalapeno, seeded and finely chopped
1 clove garlic, minced
3 tablespoons lime juice
3 tablespoons olive oil, plus more for sautéing vegetables
3/4 teaspoons salt
1/4 teaspoon pepper
1/4 teaspoon ground cumin
1/4 teaspoon chili powder
1/8 teaspoon cayenne pepper
1 (15 oz.) can black beans, rinsed and drained
2 green onions, chopped
1/4 cup chopped fresh cilantro
