Peanut butter and white chocolate fudge layers with swirls of Reese's peanut butter cups.

For the Peanut Butter Layer
1 2/3 cups peanut butter chips
2 Tablespoons butter
1/2 cup sweetened condensed milk
1/2 cup marshmallow cream

For the White Chocolate layer
2 cups white chocolate chips
1/2 cup sweetened condensed milk
1/2 cup marshmallow cream
16 miniature Reese's Peanut butter Cups, unwrapped and quartered
18 little mini Reese's Peanut Butter Cups halved
