A hot gooey cookie topped with ice cream, just like the restaurants make, but at home!

1/2 cup butter, softened
1/2 cup sugar
1/2 cup packed brown sugar
1 egg
1 tsp vanilla
1 cup flour
1/2 tsp baking soda
1/2 tsp baking powder
1/2 tsp salt
