Beef Potato Stew in Potato Boat

Juicy stew, crispy shell; potatoes in and out.

2 big russet potatoes
1/2 pound beef, cut into 1-inch cubes
1 cup sliced onion
2 tablespoon oil
1 cup water
2 tablespoon whisky
3 tablespoon soy sauce
2 tablespoon sugar

To make potato boat:
Preheat oven to 375?F.
For each of the potato, peel (optional), lay it down on the long side and scoop out the flesh to make a "boat." You can trim the bottom so that the boat can stand fixed on a flat surface.
Cut the potato chunks you just scooped out into chunks, set aside for beef potato stew.
Put the potato boat on a baking sheet and bake for 1 hour.
Note: The thinner the potato shell is, the quicker it gets cooked (or burnt). Check often and adjust baking time.
(If you want to skip the boat and just make the stew, then cut the entire potato into chunks and go to the beef potato stew section.)
To make beef potato stew:
Heat oil in a big pot, saute beef and onion until beef stars to brown.
Add water (cover the beef) and boil, then turn heat to lowest.
Add whiskey and soy sauce, cover and simmer for 1 hour and 15 minutes. Check every half hour; if beef is not completely covered by water, add some more water.
Add sugar and stir, cook for 10 more minutes.
Add potatoes and cook for 20 minutes or until potatoes are soft.
Assemble
Put beef potato stew in potato boat, then garnish with chopped scallion or paprika (optional).
