Now make a smooth dough of besan powder mixed with rice powder in water .you must not add to much water.then mix it with chilly powder salt turmeric powder and keep it for 5 mins now take chalking pressure and insert the smooth doughYou could use sev mould with thin Or thick holes press it so that dough comes through the holes and deep fry it in oil.
