Pasta Aioli Olio only using quinoa for a healthier version! So simple to do in the pressure cooker, too!

1 cup Quinoa ( rinsed )
2 cloves garlic ( minced )
1.5 water
1 tbs. olive oil
tsp. red pepper flakes
