2 dozen large shrimp, deshelled and deveined
2 tablespoons cornstarch, more as needed
2 tablespoons vegetable oil
1 teaspoon salt, more to taste
1 teaspoon ground black pepper, more to taste
1 red chili pepper, sliced or ΒΌ jalapeno, diced (optional)
