1 Red Bell Pepper ( seeded julienned )
6 Garlic Cloves ( minced finely )
1 cup Thai Basil Leaves
1/2 cup Cilantro Leaves

1 TBSP Soy Sauce
2 TSP Dark Soy Sauce
1 TSP Oyster Sauce
1 TBSP Fish Sauce

3 cup Water
2 tsp Kosher Salt
1/2 cup Jasmine Rice
