Thick and chewy Chocolate Frosted Brownies–just like the lunch lady brownies you ate as a kid!

For the brownies
3/4 cup granulated sugar
3/4 cup brown sugar, packed
1/2 cup salted butter, melted
2 eggs
3 Tbsp evaporated milk*
1 tsp vanilla extract
1 1/4 cups all-purpose flour
1/2 cup unsweetened cocoa powder
1/4 tsp baking powder
Dash salt
For the Chocolate Frosting
5 Tbsp butter, room temperature
1/4 cup unsweetened cocoa powder
pinch of salt
1 - 1 1/2 cups powdered sugar
1/2 tsp vanilla
2-3 Tbsp milk or cream
