This traditional Turkish Rice Pudding (Sutlac) is creamy, rich, and melts in your mouth. A perfect dessert for any time of the day!

1/2 cup short-grain rice
2 cups water
4 1/4 cups whole milk , divided
1/4 cup heavy cream
3/4 cup sugar
3 tablespoons cornstarch
pinch of salt
1 tablespoon vanilla extract
ground cinnamon , for sprinkling
